Background:

On behalf of the Federal Ministry for Economic Cooperation and Development, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is supporting the Ministry of New and Renewable Energy (MNRE) through the Indo-German Energy Program- Upscaling RE in India to achieve 500 GW renewable energy target. The objective of the development cooperation programme is to contribute towards a sustainable and inclusive energy transition on the way to climate neutrality through the expansion of renewable energies, the modernisation of the energy system, the decarbonisation of the economy and approaches to the just transformation of the coal industry/regions.

Within the framework of the project, “RE Network Planning” is one of the outputs which aims to improve the technical and regulatory capacities of state actors at the national level. The state actors are crucial in implementing renewable energy policies on the ground, as they are responsible for planning, executing, and maintaining infrastructure within their jurisdictions. Their efforts directly contribute to achieving India’s national goal of 500 GW of non-fossil fuel capacity by 2030, making their involvement vital to the success of the energy transition.

The aim of this project is the development of five Detailed Project Reports (DPRs) for five locations in the state of Sikkim for the implementation of Ground Mounted PV (GMPV) systems to support the Sikkim Renewable Energy Development Agency (SREDA) in its target to proof the feasibility of ground mounted GMPV for the state of Sikkim. These DPRs will offer recommendations covering the necessary approvals for the GMPV plant establishment, the design layout and installation processes, and the operational aspects of GMPV systems. Furthermore, the DPRs will model technical standards and financial analysis for the respective GMPV plants. 

Objectives:

1. Develop Detailed Project Reports (DPRs) for five Ground-Mounted PV (GMPV) plants across five locations in Sikkim.
2. Provide clear guidelines on approvals and regulatory processes required for GMPV implementation in the region.
3. Incorporate technical and financial assessments covering plant design best practices, equipment standards, and power evacuation strategies.
4. Evaluate environmental and social impacts and recommend sustainable solutions tailored to each location.
5. Offer practical recommendations on key project components such as mounting structures, foundation techniques, and cable management to ensure quality and durability.
